Abstract (AB)Water Law in Mauritius, its origins in the Civil Code, and interpretation by the Land Courts are described as well as the deterioration in the situation and introduction of the Rivers and Canals Ordinance of 1863 to re ctify the position. The final division of rivers and the vesting of authority in the Supreme Court, the introduction of Normal Flow and subsequent modifications, the Central Water Authority Act of 1971 and the concept of beneficial use are reviewed. Alternate water sources, and the relative roles of groundwater and surface of water are compared. The historic development of consumptive and non-consumptive use, and the requirements of the various sectors are discussed and the priorities of the past, the present and the future are compared. Areas of conflict due to consumption, pollution and elevation are pointed out. Examples of conflict in Mauritius, with irrigation the probable loser are given. Various measures for a better use of water in agriculture including reducing water losses in storage and conveyance, use of overhead instead of surface irrigation, advent of drip irrigation and irrigation scheduling are discussed. Finally, the future, its possibilities and probabilities are examined.
